What is the meaning SIGN-OFF, TO INITIAL AT, RAIL PROJECT???

Dear,

I would like to ask you for help. I got a text for translation nd I do not understand properly the meaning.

1. The ‚Check List‘ will contain the due date, completion date and sign-off for the responsible person to initial at the completion of each engineering function

what is SIGN-OFF FOR....

what is TO INITIAL AT ....

 

2. Rail Project  .....  what does it mean?

I believe what they mean for "sign-off" is the person who had final approval or who says the job is done properly. "To initial" most likely means to put their initials in the space provided to show that they have agreed to what is written. My initials are BD, so I'd put "BD" in the spot to show that I'd signed-off on the completed task.

Rail project - I have no idea.
