I came across this sentence in today's newspaper :
The Chief Minister, Jayalalita, making a SUO MOTO(in italics) statement in the assembly...

It means 'on his own initiative'.
Anonymous:The origin is supposed to be Sanskrit- 'Suo Moto' means 'Swa Mut'. Self Opinion'- (I think/feel so!').
It almost coincides with the earlier meaning- 'on his own initiative'.

For example, Prime Minister this morning made a suo moto statement about Coalgate in Lok Sabha. Or, Dehli High Court passed a suo moto order for the police to investigate and report further details of the incident of a skirmish between two communities as reported in today's Times of India. As a conjecture it is notable that 'motu' in Hindi is a prejoretive word for someone obese.
