Why the above question is wrong? Your tense is not correctly formed.

 Does "Bill" mean "William"?

Or more idiomatically, Is "Bill" short for "William"?

It's not clear to me what tense or what voice you are trying to use.

Please rewrite this question as a statement (ie not in the form of a question). Then we can discuss that a little more easily. OK?

I just don't understand why " Is "Bill' meant 'William'?" not correct. It seemed fine to me but  it was wrong. I had no idea why it was wrong.

Just like, "Is he stayed with Jane?"   Is it correct to say that? 

Is 'Bill'  meant 'Willam'? It seemed fine to me, asking with present perfect tense.

Has John stayed with Jane? It seemed fine to me, asking with present perfect tense.

Just like, "Is he stayed with Jane?"   Is it correct to say that? No.What tense are you trying to use?

Simple Past = Did he stay with Jane?

Present Perfect = Has he stayed with Jane?

Is 'Bill'  meant 'Willam'? It seemed fine to me, asking with present perfect tense. "Is Bill meant William" is not Present Perfect.

Has John stayed with Jane? It seemed fine to me, asking with present perfect tense.  Yes. "Has John stayed with Jane" is Present Perfect, and it is fine.
