To mention the previous paragraph

In the essay, when we refer to the previous paragraph, I am not sure if we should use Past tense or Present tense?

Example: In the paragraph2.2 the detail was not covered all design.

Present is better: the paragraph still exists now.

In paragraph 2.2, the detail does not cover all design.
