Does a person living in another country, while active in their Navy from that country, can use their rank position in another country if they have to?

i mean do they have the same power they had on their country or is it less?

Difficult to understand what you mean. Certainly his rank is recognized in the services in most countries. Can he assume the authority he has in his own country? That depends on the circumstances.
