Someone just told me that the sentence - " It simply is the best computer we have", is wrong and that it should be like this: "It is simply the best computer we have". I'm totally confused because I've never heard of any rule saying that the verb "to be" and modals have to be before the adverb. Is there really susch a rule or is it just a matter of emphasis?

The second way is more common, but the first way doesn't break any rules.

The position immediately following the first operator is typical for an adverb.

Forms of be, do, and have are considered operators.  Modals are, too.


It is simply the best computer we have.


But adverb position is not usually strictly fixed, and you will also hear variants such as yours:


It simply is the best computer we have.


I would not say that it is wrong -- just that it is a little different from the norm.
