Hello, I wonder which one would be more formal word.

1. befuddled  or  confused

2. pilot project   or   testing the waters

If you answered the questions, could you please explain the reason? It will be very helpful to me. I appreciate it in advance.

1. I don't see any difference. Befuddled seems rather a quaint word, but I wouldn't say less formal.

2. "Testing the waters" is an idiom. Idioms are almost always less formal.
