Since it is not actually a beer, why does it put "beer" in its name?
Just the accidents of history.  Perhaps it is made the way beer is made. Words often take their meanings from the other words around them!  Root beer is a compound noun.

A sea lion is not a lion.
A prairie schooner is not a schooner.
A Guinea pig is not a pig.
A Super Bowl is not a bowl.
Root beer is not beer.
