I can just pay my best regards to you by letter.

Is the above sentence acceptable?

Not quite sure what you are aiming to say.

"Regards" are usually "given."  Consider the line "Give my regards to Broadway."  One usually "pays" respects.

The sentence is still a bit awkward.  If you can give context, it will be helpful.
