Is it fine to append ", someone said" to a general statement that has no quotation marks?

ie: Foreign Ministry spokesman criticized the statements, the report said.

It's fine.  It's just an inversion of the more usual

Someone said (that) a spokesman criticized the statements.

but with a comma to clarify that it's an inverted structure.
