Though relatively small in (numbers/number), the Amish people have established a strong identity in North America.

Could you tell me which we should choose, "numbers" or "number"?

~~I'd choose number. We don't pluralise phrases like this, even if they apply to more than one person. There is a small number of Amish people.

Small in number

Large in number

Small in stature

etc
