Given the linking structure, I'd say "7 o'clock" renames the subject, which would make that phrase a noun in form:
The time is 7 o'clock.
7 o'clock is the time.
But. . . "7 o'clock" also answers the question, When?, which would make it an adverb in function:
When it is? => It's 7 o'clock. (adverb)
