mean

One of the girls, who sing well, is Judy.  = all the girls sing well and one of them is Judy.

and

Judy is one of the girls who sings well.

mean

One of the girls who sing well is Judy.    = Judy is one of those girls who sing well but there are other girls who do not sing well.

or can you tell me the difference among:

1- One of the girls, who sing well, is Judy

2- One of the girls, who sings well, is Judy.

3- One of the girls who sing well is Judy.

4- One of the girls who sings well is Judy.
