Open is a verb that can have both active and passive meaning
I open the door.
The door opens
The door is open
Both of yours are OK; however, the library will open soon is more natural.

"The library will be opened soon" or "the conference will be opened soon" suggests the start of something for the first time. "The library will be opened soon" would refer to a new library that has been built but not yet open to the public.
