opening lines

Hello. Could anyone tell me what "opening lines" means?

I found this in an article that I was reading. The phrase was used in the following sentence.

Secretary of State Condoleezza Rice is executing an unmistakable course correction in U.S. foreign policy, quietly stepping away from the strident and unilateral positions of the neoconservatives and cutting deals with - or opening lines to - the remaining members of the axis of evil.

I think it's short for "opening lines of communication," trying to set up ways to hold discussions.
