Are "outskirts" and "suburbs" the same?

Both 'outskirts' and 'suburbs' are the outer edges of a town or city.  Now, the difference between the terms is that the suburbs is the residential area on the outskirts.

My experience in AmE:  suburbs are complete communities, often named, outside the limits of a larger city; outskirts are the very edges of towns, bordering the countryside.  I wouldn't use outskirts and suburbs as synonyms.
