outstanding citizen

Hi!

Well, I wonder may " an outstanding citizen" mean "a citizen who gives a good lead for others" ?

That would be a good start, but his "citizenship" activities must be successful enough so that he becomes prominent.  A good citizen is not necessarily an outstanding citizen.  Ronald Regan famously had a sign in his office when he was Governor of California.  It read something like, "There's no limit to what a man can accomplish if he doesn't care who gets the credit."  So even good leadership doesn't necessarily lead to prominence. (I guess it did in his case.)

"outstanding" is the clue here. Of all the citizens, this person's actions and personal qualities are extraordinary.

One little helpful note ..
An outstanding citizen is a person who is recognized for his deed and involvement in his community.
An outstanding performance is something well done.
But if you have an outstanding balance of $5000 on your credit card, that’s the amount of debt you owe ,which is nothing outstanding about it!(:D) Big Smile

"An outstanding citizen" means "a citizen who is pre-eminent in some way".

"A citizen who gives a good lead to others" may be an inference from the meaning, in some people's minds; but it isn't the meaning itself.
