Hi! I'm translating a manual on a software...
I've a doubt: does the passive form need the past?
e.g. "the program needs to be ran by the user" is correct?

The correct verb tense in the sentence example is "to be run". This is the future tense in a passive voice, I believe, if what you are trying to convey is that at some point in the future this action must occur. To make the sentence active you would say, "The user needs to run the program."

Nope this is not correct:
The passive forms are built by a form of "to be" and the past participle of the full verb, so it has to be:
"The program needs to be run by the user".
