The Earth is being harmed ,and this harms people as well.

Is the first clause a passive form or 'being harmed' is a compliment of 'The Earth'?

It should be 'complement'.

Did you mean to correct the spelling of "compliment/complement" or did you mean it's not a passive form?

(I make it passive voice, present progressive tense of the verb "to harm.")

Sorry for the misunderstanding. The word required is 'complement', not 'compliment'.

Please forgive me for beating a dead horse, but I just noticed the invitation in your signature.

In your question, the second clause should be structured like the first one: "or is 'being harmed' a complement . . . . . ."
