I think the both first sentence is passive present perfect, but the second one is just present perfect with the word 'married' functioning as an adjective, not part of a whole passive verb.
1. This facility
has been used by many visitors.
2. He
has been married for seven years.
If you can not logically locate the agent of the action in what looks to be a passive present perfect tense, then can he or she consider the part as "married" an adjective?
