Dear friends
Sometimes I come across this kind of sentences in the media.
for example:
decisions made at the time of speaking.( the first usage of will)
passive voice formula : Subject + to be+ V3
so where is to be here ?

"decisions made at the time of speaking" isn't a complete sentence.
It means "decisions which are made at the time of speaking".
Also, I don't know what you mean by "the first usage of will".

I think your reference is to situations like the following.
You are talking to someone. They accidentally drop a glove. You immediately say "I'll pick it up" (I will pick it up), and you pick it up for them.
This was a decision made at the time of speaking.
