I'd say sentence 11 is by far the most difficult of these.  Nevertheless, the only thing you need to do is find the subject, verb and object in the active sentence, and then use the object as the subject in the passive sentence.

Well you can explain well :).

yeah I need to learn to find the Subject , object and verb in the active sentence.
I will study all this and try to do my other HW , but can you help me on that too? :P is probably harder.

The passive with modals and similar expressions.

I will do some. Will try.

1. (active ) They may construct some new airports on islands
    (passive) ___ Some new airports on islands may be constructed by them.

2. (active )
   (passive) Passenger facilities might be put on decks under the runways

3. (active ) They could save a lot of space that way.
  (passive ) That way a lot of space could be saved.

4. (active ) The Japanese had to build an island airport in Osaka bay.
   (passive) An island airport had to be build in Osaka Bay by the Japanese.

5.(active) at the old airport , they couldn't handle all the air traffic.
 (passive ) at the old airport , The air traffic couldn't  be handled.

6. (active )They had to move huge amounts of earth from nearby mountains.
(passive ) A huge amounts of earth had to be moved from nearby mountains

7. ( active ) Hong Kong's island airport will impress international visitors.
(passive)  International visitors will be impressed by Hong Kong's island airport.

8. (active)   The travelers easily can  reach the airport
 (Passive) The airport can be reached easily by travelers.

9. ( active ) Before, they could reach Lantau only by ferry.
(passive) Before, Lantau could be reached.

Using modals in passive sentences is actually quite easy, and you've already done a number of your sentences correctly.

Look at this:
ACTIVE:  Someone will send the information.

The active verb form is will send
That is modal + infinitive

To make the passive, you use this format: modal + be + past participle:
PASSIVE:  The information will be sent.

In the passive sentences you didn't do, I've given you the words you should use as the subject of the passive sentence, and in the active sentence I have highlighted the main verb.  The rest should now be a piece of cake for you to do.Wink

 Now since this is a Passive Voice Writing exercise, I have a question too!

What is the passive voice for "I want to write a letter."?

 Is it "A letter is to be written by me" or it is "Let the letter be written by me"

 Any help is appreciated :)

Out of curiosity, Anon, why would you want to make that sentence passive? 
And why didn't you try to form a passive sentence with the verb "want"?  I bet you had a good reason. Wink

 Well, we don't choose the questions do we? Someone asked me that and I believe it is a valid candidate for an active to passive conversion :)

As for forming a passive sentence with the verb "want", I don't think we can form a logically correct sentence in this case unless the letter "wanted to be written" by me lol. You got any better answers than the ones I suggested? Please let me know :)
