A picture window is a very large window, usually in the living room of a house. It is designed to give people a nice view of what is outside the house (i.e. flowers, trees, mountains, nature, etc.).  The sentence is saying that the suburban ranches are so close together that the only thing you see from your picture window is your neighbor's picture window.
