 He used intimidation to make people vote for him. "That's the end of the lesson about civic responsibility".

It comes from playing cards:  playing the Ace or the Trump Card got him the win.  I believe the first non-card playing use of the term was when in a famous trial the lawyer "played the race card", bringing race (black ~ white) into the case to get the verdict he wanted.

N.B.  I think the class is usually civics class.
