No there is an error in grammar and an infelicity in structure-- it should read:

..the negative impact on the young of movie scenes where heroes drink alcohol.

No, 'on young' doesn't work.  Perhaps you could reword it this way instead:

Health minister Anbumani Ramadoss is very concerned that movie scenes in which heroes drink alcohol have a negative impact on young people.
