The facelift to the roads or the facelift of the roads>>which is right preposition and why?   The preposition will depend on your context for the sentence. If there is discussion of a proposal to improve the roads, then "to" or "for" could be correct"; if it is discussing a completed actions, "of" would be correc.

 As a new democratic government consolidates itself, it’s an opportune moment to take India-Pakistan relations to their best ever.>>>is this sentence ok The "best ever" coming at the end of a somewhat formal sentence is a shock. "...to improve immeasurably India-Pakistan relations."

Denmark, Finland, Norway and Sweden have had carbon taxes in place since the 1990s, but the tax has not led to large declines in emissions in most of these countries.>>> when to use ‘have had’, what it implies in this sentence.   "have had" is a combination of two verbs: present tense "have" and its past perfect object "had". 

 The taxes were imposed in the 1990s and they continue to be imposed now.
