I am just confused especially about the first part of the words:"I believe that the powers that be hoped that the story would just go away, that nobody would pay attention to it". According to your paraphrase, "the powers"(the authorities) should be the subject, and "hope"should be verb whereas the left should be object. So what is the usage of "that be".
