I am working for the foreign company. Today,  my boss ask me write a Notice to inform that our company will have day-off on National day 2-September. Please kindly check grammar and structure this report. Thank you!

RE:  HOLIDAY IN VIETNAM  -  09 SEP 2005  (60 ANNIVERSARY OF NATIONAL DAY)

KINDLY BE ADVISED THAT OUR OFFICE WILL BE CLOSED ON FRIDAY ON 09 AUG 2003
BEING 'NATIONAL DAY'.

HOWEVER KEY PERSONNEL WILL BE ON DUTY AS USUAL.
THANKS AND BEST REGARDS! "

You have to many "on"  Try closed on Friday, 09 August 2003 for National Day.

I'm not too sure on Grammar but I would just keep it short and simple and state your facts.

Don't forget to add this in: 

TO: (readers' names and job titles)
FROM: (your name and job title)
DATE: (complete and current date)
SUBJECT: (what the memo is about, highlighted in some way)
