Due to the factory cannot finish the goods on time; we would like to simplify the inspection in order to expedite the steps to catch the vessel closing on Oct. There are only 50% (2000 pcs) goods included 500pcs with completed packing goods available for our pre-inspection on Oct 10

Due to is a preposition, so the first clause should be a prepositional phrase (remember that you can't use modals in prepositional phrases, so you will have to change cannot to not be able to.  The verb in the clause needs to be in gerund form. You need a comma after the prepositional phrase, not a semicolon.  
There are only 50% good included 500pcs doesn't make sense.  Probably included should be including, but I am not sure what this sentence means.
