hi, I need yor help because I would like to reapply for the job. Two months ago I went sucsessfully through an interview but I did not accept offered position as at that point of time (suddenly:)) I had to visit USA (because I won  the green card). Now my usa's documents are fine and I have just came back to UK. I want to send an e-mail to the recruitment team explaining the situation. Therefore I would like to ask you to help me to make good impression as I know my written English is not good enough...

I have applied recently for the position of Data Officer at Mertel Ltd. I was sucsessful on the interview and received the documents to complete my application process but unfortunately I had to go to the USA (due to the winning a 'Green Card'). I had to stay in the USA for few months but now my paperwork is done and I have just came back permanently to UK. Therefore, I am wondering if there is still a vacancy for position I applied for. If so, I would like to ask you to consider once again me as a candidate. Please do not hesitate to contact me on 099 999 999.

Can somebody explained the difference between

I applied recently  OR "I have applied recently" and why first sentence is correct?

Both are grammatically correct.  In your letter you wish to make the point that you completed the application, not that it is still in process (since you acknowledge that a reapplication is anticipated)-- therefore, use simple past tense.  It is more forthright here.
