the sentence is a part of Patrick Henry's famouse speech "Give me liberty or give me death":

"I consider it as nothing less than a question of freedom or slavery; and in proportion to the magnitude of the subject ought to be the freedom of the debate. "

how do you paraphrase the second part?

"i see the issue as important as it is and the issue deserves an open debate"

is it a correct way to paraphrase it?

Yes!
Another way to look at it, is that the speaker is saying that if the subject is very important, then it is equally  important that there should be a corresponding freedom to discuss the issue.

Hello Anon... are you looking for help in paraphrasing this? Taking the first sentence in its entirety and ignoring the second is not the way to paraphrase, but I'm not sure that's actually what you are looking for from us.

The freedom of the debate must be comensurate with the magnitude of the subject.
The freedom of the debate must be comensurate with the importance of the subject.
The freedom of the debate must reflect the importance of the subject.
The debate must be as free as the subject is important.
Subjects of such importance deserve a very free debate.
This subject is important, it deserves some true brainstorming.

If you do something today, and tomorrow a law is passed that makes it illegal, you have not committed a crime. If you commit a crime today that has a penalty of a $100 fine, and tomorrow the penalty becomes $1000 and a month in jail, you will still only have the $100 fine.
