If you want to begin with "Please," then you are giving a command (however politely), and need "note" as the verb form.

Please close the door ... please be closed the door - you see how the second one doesn't work at all?

I was pondering over the responses given by Marius and GG and reached a conclusion that  only difference between the two phrases are that one is active and the other is a passive construction.

I think the phrase "Please be noted that" means "Please be noticed that" and thus, personally I think it can be used.   

I must say I hate to propose an  answer that is different from GG.

Oh heck, Believer, I'm wrong about things sometimes and I'm not offended by differing points of view.

But you can't really command that something be done in the passive.  If you want to use that construction, perhaps "I request that it be noted that."  It's awkward though. Are you concerned that it would come across as presumptuous or rude to tell someone to "note something"? We can come up with something else.

i guess the example of "please be closed the door" is a bit extreme!?!??
How about the phrase that we use more frequently... "please be reminded that. .. . . ."..... does "pls be noted that..." carry a similar pattern?

No, because the person themselves is not being noted - they are doing the noting. Whereas they are being reminded, not doing the reminding, in your example.

GG is comment was correct.  If we want to alert the attention of others, we can use either a direct or passive approach, something like:

Please note that a time table of the project is given and should be adhered to…..

Please notice that the deadline is Oct 30th....

Please be advised the deadline is Oct 30th ,2007.

Please be informed that the deadline for application is Oct 30th….

Please be reminded that your credit card payment is over due….

Please be cautioned that 2 home break-ins happened the last weekend in this neighborhood…

 

Please “be noticed” is incorrect context for this usage.
