plunge vs dive

A Hampshire man is fighting for his life in Southampton hospital today after plunging off a pier into shallow water.

An investigation has been launched into whether the 20-year-old fell or jumped from the 30ft high pier.

Can I replace "plunging" with "diving" without change of meaning?

Dive implies the person wanted to jump, plunge just merely notes something went into the water.  Since they don't know if he wanted to jump, they just used plunge.  We don't say "plunging board".
