Why is the plural of thief = thieves,
but the plural of chief is chiefs?

I don't think there is a rule to explain this. English has many irregularities.

I don't thing this is a rule to this one either. Many times there are exceptions of the exceptions. And this is one.
Another one for you is 'Roof' in plural is 'Roofs'.
