Confused by the following statement; Ballistic Plates Inserts. Is it the plural for Ballistic Plate Insert?

If that was the intent, no.  One ballistic plate insert; two ballistic plate inserts.   Only these forms get any hits on Google.

Im what context can the phrase be "Ballistic Plates Inserts" be used correctly?

Hard to think of a natural way this would be used.  Ballistic plate's inserts - the different inserts appertaining to a specific ballistic plate... but this would be pushing it.
