The following is the first paragraph of a letter that is sent to a witness who is required for a police investigation. I find it somewhat inelegant.  
 
We are investigating an offence under the Animals Act.  Please come for an interview by Sergeant John on 31 Aug 2007 at 11 am in the Administrative Department, CID, situated in No. 2, Newton Road.
 
Could someone suggest a better of saying the same thing?

This seems reasonable, clear and polite to me. Why do you find it inelegant? I'm not sure if one should really expect police letters to be elegant.Smile [:)]
 
I'd say 'with Sergeant Smith'.

Shouldn't it be "... situated at No. 2, Newon Road."

Hi,

Perhaps.

 situated in No. 2, Newton Road. Suggests that the department shares the building with others.

 situated at No. 2, Newton Road. Suggests that the department is the sole tenant.

Really, the word 'situated' is not needed.

ie at the Administrative Department, CID, No. 2, Newton Road.

Since Sergeant John conducts the interview, and is not the interviewee, I would prefer the original preposition.
