is one of the candidates who ARE worthy of my vote

Nora IS - this is the main subject and verb of the sentence.

"the candidates who are worthy of my vote" - this noun phrase all works together, but the individual nouns and verbs within this phrase must agree with each other, not with the main subject of the sentence.

You are talking about 'candidates' (plural) who are worthy of your vote, so it must be 'are'.

If it was 'candidate' (singular) you would use 'is'

eg. Nora is the only candidate who is worthy of my vote.
