Hello!

Can you please tell me if it is Ok to say (in the context of let's say Orwell's '84):  power and fear gamble with state security/safety of the country?

The phrase makes sense (except that 'state security of the country' is redundant)-- I don't think it accurately reflects the theme of 1984, however.  Power and fear are the means of state security.
