Can I say,

He practises every week for three hours in Kuala Lumpur.

It's fine, but I don't understand why the location is important. (as opposed to New York?)
I might rearrange: "for three hours every week".

I would personally more naturally write it as "He practises for three hours every week in Kuala Lumpur", but what you wrote is not incorrect.

In American English it would be "practices".
