Judge Lois Forer’s study asks why do some litigants have a preferred status over others in the use of a public resource, the courts, which in theory are available to all but in fact are unequally distributed among rich and poor.
(B) some litigants have a preferred status over others in the use of a public resource, the courts, which in theory are available to all but in fact are unequally distributed between
(D) some litigants have a preferred status to another in the use of a public resource, the courts, in theory available to all but in fact not equally distributed between
can anyone explain to me what is the difference between B and D?

Welcome to English Forums, v700.
There appear to be several differences. I presume that these are alternative answers for a test question?--
(B) appears to be the correct answer, as I can find no grammatical problems with it.
(D) has some problems: 'preferred status to' is wrong (it is a confusion with verb + preposition 'prefer to'); and 'another' should be 'others' because there are presumably more than one other litigant.
There does not seem to be any difference in intended meaning, just some grammatical and structural problems.
Does this help?

'The question is,' said Humpty Dumpty, 'which is to be master-- that's all.'
