2.The wheel present on our national falg is blue in clour.
Which one is correct?
"present" here is a verb?

Hello, Hanuman,
First, I guess you mean "flag" and "colour"?
Your sentences sound a bit clumsy to me; the simplest way would be to say:
"the wheel on our national flag is blue"
1. "presented" is a past participle
2. "present" is an adjective "the wheel that is present)
