When using present perfect, does the latter part of the sentence tense need to match my present perfect usage?

1. I have spent 2 hours cleaning my car. Indeed, it was tiring.

2. I have spent 2 hours cleaning my car. Indeed, it has been tiring.

It is usual to match tenses in the case you present, but if you decide not to, it would certainly not be considered a serious error.  In everyday conversation, it is fairly common to have a mix of tenses such as the one shown in your first example.  For most people the change of tense would go practically unnoticed.
