Hi,

Can a proper noun be modified by an indefinite article? I think it could but wants your confirmation.

in the Senate. -- Here, 'Senate' is a proper noun and if we happen to have a new Senate, can it write it as "a new Senate"?

Believer Street -- Can it be made 'a new Believer Street' if the conditions are right? One possible right condition might be that there is Believer Street made anew by planting  whole new rows of trees and the surface being gone through a new concrete job? 

Can you give me your examples accompanying the explanation?

Yes.  And it's also used when a person represented by the proper noun is the classic example of some quality.

It doesn't take an Einstein to figure out the answer.  (It doesn't take a very intelligent person to figure out the answer.)
