Proper use of O'clock

Hi! Is it right to put O'clock if the other hand of the clock is not pointing at 12, let say 3:30 Oclock?

no. you would only use o'clock if you were say 3 o'clock if you are refering to a half hour you would say half past 3 o'clock not 3:30 o''clock, normally you would only ever use o'clock in a more formal sense or sometimes in the title of a song i.e. It's 5"oclock somewhere.

Half past three o'clock is wrong. It is either half past three or three thirty.O'clock is used with the numbers 1 to 12 when telling the time, to mean an exact hour. It is quite common not only in formal context but also in daily conversation.
