Hi all!

I'm having a bit of trouble with the punctuation on the following:

The book is directed to a higher purpose, a law which states, "Don't think!".

a.) The exclamation mark has to be within the quotations, I just don't know whether or not to finish the sentence there or with a full stop.

b.) "... a law which states" - is "states" ok?

Thanks for your input.

a)  No full stop.

The book is directed to a higher purpose, a law which states, "Don't think!"

b) "... a law which states" - is "states" ok? -- 'Which/that states' is OK.
