In the sentence:

The title of the thread is "Grammer Nazi's enter if you DARE!".

Since the title is: "Grammer Nazi's enter if you DARE!"

How would you punctuate the entire sentence?

The correct spelling of "grammer" is "grammar".
"Nazi's", if you mean the plural of Nazi, should be "Nazis" without the apostrophe. The "s" is part of the word.
"Grammar Nazis" appears to be a vocative, so I would add a comma after it.
Finally, since the exclamation mark functions as full stop, you don't need to add any other punctuation marks at the end of the sentence.

"Grammar Nazis, enter if you DARE!" sounds good to me.

I am aware that the text within quotations is grammatically incorrect, but my question was in regards do the whole sentence:

The title of the thread is "Grammer Nazi's enter if you DARE!".

Yeah, and she punctuated the whole sentence for you.

Why not try to reword your question so that people who want to help you can do so?

Do you mean, "how do I punctuate and capitalize a title?" If so, then the title would be "Grammar Nazis: Enter If You DARE!"

Okay, I do not want JUST "Grammer Nazi's enter if you DARE!" to be corrected, I am aware of the errors contained within this sentence. But can you please correct THIS:

[START OF SENTENCE]
The title of the thread is "Grammer Nazi's enter if you DARE!".
[END OF SENTENCE]

The WHOLE sentence above. My question is mainly concerned with the punctuation. Since "Grammer Nazi's enter if you DARE!" is a title, and the title contains an exclamation mark, do you need to add a period at the end of the entire sentence (including the bit before the quotes.)

I am also aware of the fact that you just remove the ending punctuation of an entire sentence if the item in quotations (i.e. someone's speech) has its own punctuation. But what do you do with titles?

Then this is what I would write:

The title of the thread is "Grammer Nazi's enter if you DARE!"

which is exactly what you've got above minus the full stop, the redundancy of which miriam pointed out in the first reply.

So, if it were a question, would you still eliminate the question mark? Or would you write:

The title of the thread is "Grammer Nazi's enter if you DARE!"?

The mayor of Passaic, New Jersey, USA, Joseph "Joey" Lipari, sausage king of seaside heights, NJ at the shore, sent out political literature with the word "grammer" it was so hilarious. His pronunciation of “Salivation” Army was another laughable moment, as well as It-ly his home country.
