The word did is the word that establishes the simple past tense in this direct question.  To ask a direct question in the simple past tense, you use did and the infinitive (have). "Has he finished his homework?" Should it be have instead of has? No, has is correct.  This is the present perfect tense.  You need has and the past participle (finished) in the third person singular. "Both of my orders got shipped out today" I think shipped is correct but is it?  Shipped is fine.  You could also say "Both of my orders were shipped out today."  "Were shipped" is the simple past tense in the passive voice.
