1) How can you pronounce the ed in chuffed? I heard that being pronounced with a /t/, so why?

2)Someone called Hanh Tran - the chief executive officer of the ABC boardcasting once said" The were countries such as Canada, New Zealand and Australia for me to choose from. But I knew neither country at the time" -> Is the word neither here acceptable?

3) And he also said" I represent Asia to the region at the ABC ", so what does to the region mean?

1)  Verbs that end in the sound of p, k, f, s, sh, or ch add the sound /t/ for "ed" because these are unvoiced sounds.

hopped, lacked, stuffed, kissed, wished, watched 

2) neither is not the correct word here, no. 

3) region is zone, area, place, location, district.

 Sorry.  I thought you knew how to is used.  You give (something) to ..., say (something) to ..., show (something) to ..., represent (something) to ...

Compare:

I showed the map to the class.

I represent Asia to the region. 

It means that he gives Asia's point of view when speaking to people in the region at the ABC.  The people in the region at the ABC look upon him as a representative of Asia.

Maybe the use of a place name (region) to stand for the people who live there was what was confusing.  It's the same with many situations, as when we say The president gave a speech to the country.  Of course, we mean that he gave a speech to the people of the country.
