I have been working on designer a site
and there a page not completely yet
so what I must to write on the page to tell every one open it that my page in phase designer

Umm, I'm not sure what you are asking. I will reword your post and you tell us if I have understood correctly.

"I have been working on the design of a site, and the page is not completed yet.
What should I write on the page to tell everyone who opens it that my page is in design phase?"

"The page is under construction. Please visit later!" is one way to convey your intention, as you mentioned in your question.
