This is my take:

Supposing that it is a document

Received July 13, 1988 --  on July 13th you were able to read the document (or whatever received. ) because you were sent it and you received it.  It is something like one of your friends sends you an e-mail and when you receive it, you hear the "message received" sound of the messenger.

Revision received July 7, 1989 --- on this date, someone edits, revise the document and he/she sends it to you so you receive the revised document.

Accepted September 12, 1989  --- you open the document, check it and decide that it is perfect and you give permission to the document, you accept it.

Hi,

These sentences are quite common in articles in scientific journals.

Received July 13, 1988 >> On this day, the journal receives an article written by one or more authors. After receiving the article, a group of (anonymous) referees is set up. The referees are usually colleagues of the author(s) and review the article; this means that they can accept it or reject it. When an article is accepted, the author(s) is(are) often required to make alterations; when this happens, the referees will usually send notes and comments to the author(s).

Revision received July 7, 1989 >> On this day, the journal receives a revised version of the same article sent nearly a year earlier. The revised version needs to take into account all the notes and suggestions received by the referees (otherwise the article will be rejected).

Accepted September 12, 1989 >> The referees accept the revised version. The article can now be published. (... and they lived happily ever after Smile ...)
